摘要 Abstract
現今的流域治理多以大方向及整體的觀點來討論和設計,當遇到跨領域的合作時,切入觀點的不同、資料的一致性等等都會造成衝突,導致決策難以定案。就以「濁水溪流域綜合治理」為例,濁水溪流域由數種不同的單位共同治理,但各單位卻僅治理轄屬區域,在跨單位間並沒有一個能夠整合所有面相問題的溝通方式,因此需要一個能剖析策略的討論平台來協助決策者從各面相討論出最佳的策略。
故本研究發展一個能從多面相剖析策略的視覺化工具-策略剖析工具,讓使用者可以從不同的資料切入點(策略或次集水區)來探索策略資料,對流域綜合治理做更全面性的規劃與討論,同時此工具能夠透過「視覺化」與「互動操作」的方式呈現資料的關連性,加速理解策略資料,進而幫助討論與決策,此外,清楚易懂的資料呈現讓非工程專業的人也可以迅速參與決策討論。
Most of the drainage basins management is discussed and designed from the ensemble perspective nowadays; however, conflicts over the interdisciplinary cooperation unable policy maker to take a decision directly. This study takes “Comprehensive improvement of Jhuo-Shuei River Basin” for an example. Though Jhuo-Shuei river basin is managed by several government organizations, there are no appropriate ways which can integrate whole perspective between different agency units. Hence, we need an analysis tool which can assist decision-maker to find the optimal strategy from the whole viewpoints.
The purpose of this study is to develop a visualization tool of the multiple perspective analysis, Strategies Analysis Tool (SAT). Users can not only entry different points of view to explore strategies information, but make a more comprehensive management and communication. By using visualization and interactive operation, SAT enables users to figure out the strategies information and to make decision precisely. Otherwise, the clear and meaningful information help non-engineering professionals participate in decision-making.
